Odd-Even formula: Volunteers can provide details about their action plan, says Bassi
Earlier, CP Bassi had warned the Aam Aadmi Party (AAP) volunteers to keep the idea of Rule of Law and Vigilantism at bay.

Bassi also cautioned the volunteers against any form of vigilantism and asked to contact Delhi Police if they want to facilitate the force during the implementation of odd-even formula. Officials said the volunteers have been asked to report to a DCP-level officer if they wanted to help the police, after which they would be deployed at locations that require extra hands. “So the exemption could also be misused by many”, he stated. The scheme is being implemented for a period of 15 days from 1st of January on trial basis to curb pollution in the national capital. Volunteers must not act on their own. “So even if we are informed in the last moment, we have the capacity to react”, Bassi said.
Expressing concerned over the road rationing scheme and the role of volunteers, he said, “We don’t have enough time to implementing the scheme”.
Officials have said 10,000 civil defence volunteers will be deployed at traffic lights and will “educate and request auto owners to follow the odd-even rule”.
The minister said that volunteers are already trained and will be deployed to persuade people and not to stop them.
” But they do not have the right to instruct private commuter to go home”.
Violators of the scheme would attract a penalty of Rs 2,000.
“What do we do if a woman, who doesn’t know how to drive, is travelling with a driver?”
“If the (AAP) volunteers want to provide their service, they should come to us (Delhi Police). Since we are the ones who are going to enforce this, we will make sure no one is troubled”, Bassi said.

However, he maintained that any act of stopping an individual from driving, committed by anyone other than a police official or member of an enforcement team of the traffic department, will be treated as wrongful restraint, which is a cognizable offence under the Indian Penal Code. “What is being presently achieved is simply leisure, including spice to life”, Bassi stated, hinting at AAP’s marketing campaign on the scheme. There is a possibility that many persons who will be violating will be able to wiggle through because of the exemptions.
