However, Mr Cameron – speaking as he visited flood-hit areas – said the United Kingdom had spent “more per head of the population on flood defences in the north than we do in the south”.
“But we should also be doing something about our own adaptation, just as we should stop building houses that we are going to have to retrofit within 20 years because we haven’t done what we should have done about insulation and protection for them”.
“It has been clear since its election that this Government hasn’t grasped the reality of the climate change we’re already experiencing – which the experts tell us will result in more extreme weather, and extremes happening more often. And we’ll ask all those questions”, he said.
The EA has 18 severe flood warnings in place for the North East and North West, meaning there is a danger to life.
“The government must drop its complacency over the need for climate change adaptation”, McCarthy said. Flooding is expected in York today following prolonged and heavy rainfall on Christmas night and throughout Boxing Day, which has caused river levels to rise.
On Sunday, the government said 200 soldiers were being deployed to affected areas on top of 300 already on the ground.

Ministers announced a review earlier this month following the floods in Cumbria which will look at whether homes have enough protection.
Six severe-flood warnings were in force.
“People in these communities should continue to check their flood risk, prepare for flooding, follow the advice from emergency services and never risk driving through flood water”.
He added: “As some areas of the country move from the emergency into the recovery phase, we’ll also make sure that the help we have given to Cumbria will be available to other parts of the country”.
