Carter deployed about 100 special-operations troops to northern Iraq to conduct raids, free hostages, gather intelligence and capture Islamic State leaders.

Prime Minister Ahmet Davutoğlu was briefed about the clashes by the Turkish General Staff, sources said. He has publicly pressed Turkey and other coalition allies to take a more assertive role in the campaign against Islamic State.
The officials said four Turkish soldiers were injured in the attack which was part of a broader offensive by the insurgents on Kurdish positions around the Islamic State stronghold of Mosul. The U.S. military is now authorized to keep 3,550 American troops inside Iraq to train, advise and assist the Iraqi military fighting ISIS. Syrian government helicopter gunships have struck a suburb of the capital, Damascus, a day after airstrikes on nearby areas killed more than 40 people, opposition activists said. The small advisory teams wouldn’t be on the front lines, but would provide better planning advice and coordination for the Iraqi units, said Army Col. Steve Warren, a US military spokesman who noted that many Iraqis “don’t agree with the American presence in this country”.
Members of the terrorist organization “Islamic State” (IS) have attacked a Turkish military camp in Ba’shiqah, northern Iraq, the Turkish Haberturk newspaper reported Dec.16.
The Turkish soldiers’ presence in Iraq recently turned into a row between the two neighboring countries.
“I reemphasized to the prime minister that he knows well that everything that we do and the coalition does here in Iraq is subject to the principle of Iraqi sovereignty”, Carter later told reporters.
Carter’s stop in Iraq follows his visit to Turkey, where he urged more Turkish air and ground support for the U.S.-led coalition and pressed Turkey to better secure its border to help prevent fighters from going into Syria. But Abadi has resisted, arguing foreign forces aren’t needed to fight IS in Iraq.
Defense Secretary Ash Carter offered Iraq expanded military assistance during a visit to Baghdad on Wednesday as the Obama administration seeks new ways to boost the country’s efforts against the Islamic State.
Turkey sparked a bitter diplomatic row with Baghdad earlier this month when it announced the deployment of hundreds of troops to Bashiqa, where it has a long-running training programme for anti-IS forces. Biden welcomed that initial withdrawal, but insisted it must continue.

Despite Baghdad’s demands, the Kurdish government has supported Turkey’s military involvement and has friendly relations with Ankara.
