The survey was taken from December 17-21, following the recent terrorist attacks in San Bernardino and Paris.
Similar polls have been conducted since 2001, and the previous peak for the “terrorists” answer was 23%, in August 2005, immediately after the London Tube bombings.
When it comes to party lines, dissatisfaction with the country’s handling of terrorism (and ISIS specifically) knows no bounds when it comes to the majority. Republicans (55 percent) were more likely than Democrats (24 percent) to say the terrorists are winning.
Over 50 percent agreed with the statement “the US government can eventually prevent all major attacks if it works hard enough”.
Do you agree with the poll results?
The poll found that 40 percent of Americans say the terrorists are winning the war on terrorism, while just 18 percent said the USA and its allies are now winning.
JASON REED/REUTERS A whopping 59% of Democrats are unhappy with the progress President Obama has made on the war on terror, along with 86% of Republicans and 69% of independents.
Just 17 percent said they “have a great deal” of confidence the Obama administration can shield the nation from terrorism.
Fifty-two percent of Americans disapprove of his handling of the presidency, 60% disapprove of his handling of terrorism and 64% disapprove of the way he’s handling ISIS.
This general worry and dissatisfaction is seen in approval ratings of Obama’s tenure and for his handling of terrorism and ISIS.
Contrary to the President’s protestations, it appears that a majority of Americans couldn’t disagree more.
The poll found the percentage of people for and against sending USA ground troops to fight IS to be equally split at 49 percent.

The share of Americans who said the US and its allies are winning is at its the lowest point since CNN/ORC began asking the question following the September 11 attacks.
