Water in Mississippi River tributaries in Shelby County is already high.
At a time of the year when both precipitation and the river level typically are well below normal, there could be record crests in some places along the Mississippi.
He said the National Guard had been called in to help local authorities.
The Mississippi River at St Louis was poised for its second-highest crest on record Tuesday, with top-ten or top-five crests predicted all along the river’s course from Missouri down to Louisiana. “Our state emergency management team will continue to work hand-in-hand with local officials to ensure they have the resources they need to protect their communities”.
On the Missouri side, the National Guard is now stepping up, helping first responders provide security in evacuated areas, and directing traffic away from road closures.
South-west of St Louis, a section of Interstate 44 was closed by flooding near the town of Rolla while part of Interstate 70 was also closed in the neighbouring state of IL.
In the town of Union, about 50 miles (80km) west of St Louis, buildings were partly submerged by severe flooding from the Missouri, Meramec and Bourbeuse rivers.
Parts of eastern Oklahoma, Arkansas, Missouri and IL were under flood warnings and flood watches early Tuesday, while up to a foot (30 cm) of snow was forecast for Iowa and the Great Lakes region, the National Weather Service (NWS) said. Gov. Jay Nixon has declared a state of emergency because of widespread flooding around the state, which has closed many roads. According to Pulaski County Sheriff Ron Long, there were two separate incidents where cars drove into flooded roadways and were swept away.
