Rahm Emanuel releases Chicago police plan
Becoming effective on June 1, 2016, the plan intends to change the way in which a police officer makes use of force to bring law and justice, according to Rahm Emanuel, the mayor of the state.

In the first fatal Chicago police shootings since that video was released, Bettie Jones, 55, and college student Quintonio LeGrier, 19, were both killed early on Saturday.
The release of the video set off weeks of demonstrations, forced the resignation of Police Superintendent Garry McCarthy and has led to an ongoing wide-ranging civil rights investigation of the entire Chicago Police Department by the U.S. Department of Justice.
The shooting is the latest in a string of officer-involved shootings that have left the city on edge and sparked protests nationwide. Emanuel publicly apologized for the police shooting death of the 17-year-old in a special address to Chicago’s City Council on December 9. There are some who say it was not a smart political move to go on the trip, while others do support his decision.
Nineteen-year-old Quintonio LeGrier and a neighbor, 55-year-old Bettie Jones, were killed early Saturday after LeGrier’s father called police about his son.
After the release of the video, Emanuel said Van Dyke violated the professional standards of a police officer and the moral standards that “bind out community together”. It offered condolences in the shooting of Jones, who lived on the first floor of the building.
A few protesters yelled at Van Dyke and called him names as he approached the courthouse Tuesday morning for his arraignment.
In the latest controversial development, a grand jury on Monday cleared two Cleveland police officers in the November 2014 fatal shooting of a black 12-year-old who was brandishing a toy gun in a park.
The uproar over McDonald’s killing and last weekend’s police shooting and killing of a Chicago grandmother and teenager have inflamed calls for Emanuel to resign, though there is no official process to remove him.
“You would think that the City of Chicago and the police would have had enough of taking footage out of cameras”, he said. Tasers are also very expensive, and a police department spokesperson says it will take a big financial investment to equip the entire department with Tasers.
Police say the incident began when the teen threatened his father with an aluminum bat.
Chicago Police Department Detective Eugene Roy said, “Upon their arrival they were confronted by a combative individual resulting in an officer firing shots”.
The Chicago police officer who shot a black teenager past year has pleaded not guilty to murder.
Chicago – The families of two black Chicagoans killed by police accused officers on Sunday of having used excessive force and Mayor Rahm Emanuel of having failed them, piling pressure on a city facing a US federal probe over possible racial bias in policing.

Emanuel spokesman Adam Collins said Monday that the mayor directed the interim police superintendent and a police oversight agency to conduct a thorough review, determine what gaps exist in training and to act on them immediately.
