Chicago mayor wants to change how police use force
Mayor Rahm Emanuel says public trust in Chicago police is “frayed to the point that it’s broken”.

The mayor’s office, which had already said some changes would be forthcoming, said in a statement late Tuesday night that Emanuel and Interim Police Superintendent John Escalante would announce Wednesday “a major overhaul” of the policy regarding how officers respond to incidents and the use of force.
“This is a sea change in how police departments are thinking about these issues….”
“They don’t just have a use of force policy, they have a more nuanced policy in terms of how police respond to the community”, Emanuel said, pointing to Seattle’s new early interdiction policy for troubled officers as an example. They put their lives on the line so the rest of us can be safe.
Emanuel said during a news conference Wednesday that he’s trying to make changes to rebuild that trust. “Our job is to reduce the chances of mistakes”. “Willful misconduct and abuse can not and will not be tolerated”.
Emanuel, who this week had to interrupt his holiday vacation in Cuba because of another killing of an unarmed African American man by police, announced changes in police training and tactical measures to try and defuse a tense situation with the public.
“We want to ensure that our officers are not just operating in only first gear or fifth gear”, he said.
“In 2016 you’re going to see a sea change in how police see use of force, and Chicago is going to be front and center, as one of the largest departments in the country”, Wexler said.
29, 2015, in Chicago. Van Dyke, who is charged with murder, pleaded not guilty Tuesday.
Chicago police officer Jason Van Dyke pleaded not guilty to six counts of first-degree murder in court Tuesday. Squad-car video of the fatal 2014 shooting, released last month, set off protests and calls for Emanuel to resign.
Ted Pearson is a leader of the Chicago Alliance Against Racist and Political Repression, which advocates for the city to have a civilian police accountability council that isn’t appointed by the mayor. Doing so may very well take us back to the slave plantations, where the slave patrols, first police forces, monitored and killed Black people. “The people in charge are continuing to give (some officers) a pass. It happens over and over and over again”. Police said Legrier was charging at officers when they opened fire.
Both have been under intense scrutiny since a dashcam video was released last month showing a white officer shooting a black 17-year-old 16 times.
In response to complaints that Cincinnati police stop minority drivers more often than whites, the department implemented the use of “contact cards”, which officers are required to fill out with details such as the race of the people in every auto that they stop.
Without specifically mentioning the fatal shootings of Quintonio LeGrier and Bettie Jones by a Chicago Police officer in West Garfield Park last weekend, Emanuel said the move was a long time coming.
Thomas’ death sparked violent riots and prompted intervention by the U.S. Department of Justice that ultimately resulted in top-down, department-wide policy changes that have been heralded as a national example of effective police reform. The program teaches officers how to respond to a person in crisis or with mental health problems, and is aimed at resolving incidents without violence.
Mayor Rahm Emanuel said the number of Tasers will double to 1,400. Police said Jones was killed by accident.

“Obviously, we as a city have a lot of work to do”, Emanuel said.
