All Chicago police patrol cars to have Tasers

Hours before Emanuel had his news conference Wednesday, Cook County President Toni Preckwinkle said Tasers alone would not solve the longstanding problems between the Chicago Police Department and Latino and African-American neighborhoods.

Emanuel said Chicago officials deliberately chose cities that had already undergone Justice Department review, in hopes of making the kinds of changes that would eventually be ordered at the end of the investigation.

“With the right policies, the right procedures and the right practices, we can change our officers’ perspectives to help them ensure their own safety and the safety of others”, he told reporters at City Hall.

Emanuel said during a news conference Wednesday that he’s trying to make changes to rebuild that trust. The program teaches officers how to respond to a person in crisis or with mental health problems, and is aimed at resolving incidents without violence. “Helping officers have that distinction and the training that goes with it is essential”.

Interim Police Superintendent John Escalante said the city looked at 15 police departments, including New York, Seattle, Cincinnati and Cleveland as it developed its policy changes. Tasers are weapons that can deliver an incapacitating, non-lethal shock. He returned from a family vacation early Tuesday after Chicago police were involved in another shooting that killed two people- 19-year-old Quintonio Legrier and 55-year-old Bettie Jones. The McDonald murder prompted protests across the city and led to the firing of Garry McCarthy as CPD superintendent.

Police have not released the race of the officer or officers involved and will not say how many officers fired their weapons or what the man and woman were doing before they were shot.

Police have acknowledged Jones was accidentally killed when an officer opened fire on LeGrier while responding to 911 calls that LeGrier was threatening his father with a baseball bat.

Most U.S. police receive little or no training on how to de-escalate crisis situations involving the mentally ill or people under the effect of drugs or alcohol, despite the growing frequency of such encounters and fatal results in a number of recent cases.
