Suspected plots to wage New Year’s Eve violence led to an arrest in NY state and raids in Belgium, as security agencies around the world imposed extraordinary measures amid heightened fears following attacks in Paris and California.

Prosecutors said Thursday they have arrested a 10th suspect over the jihadist attacks in Paris that killed 130 people and wounded hundreds more.
Meanwhile, officials have cancelled the capital city’s main New Year’s Eve fireworks display because of the terror threat to avoid any risk.
An investigating judge will decide later Thursday whether to keep the six in custody or release them, the prosecutor’s office added. Separately, prosecutors announced they had arrested a Belgian citizen, identified as Ayoub B., who was charged with terrorist murder and participation in the activities of a terrorist organization.
Security surrounding New Years Eve events is always heightened.
An armed police man patrols at the Grand Place in Brussels on Tuesday.
The two men belong to the Kamikaze Riders biker gang and live in the Anderlecht neighborhood.
The presumed ringleader of the Paris attackers, Abdelhamid Abaaoud, was Belgian and grew up in the poor Brussels district of Molenbeek.
Ten cellphones were seized during a police search in Brussels Wednesday, conducted in relation to the Paris attacks investigation that has also netted a 10th suspect, Belgian officials said.
Belgian Prime Minister Charles Michel told broadcaster RTBF Wednesday night that it was a “difficult decision” by the mayor to cancel the festivities.
Turkish authorities said their festivities would go ahead as planned, despite detaining two suspected Islamic State militants believed to be planning suicide bombings.
