Emanuel announced changes in police training and department policies on use of force during a news conference, pledging “nothing less than complete and total reform”. Most U.S. police receive little or no training on how to de-escalate crisis situations involving the mentally ill or people under the effect of drugs or alcohol, despite the growing frequency of such encounters and fatal results in a number of recent cases.

The Cook County, Illinois State’s Attorney has requested assistance from the FBI in investigating the police-involved shooting that left a 55-year-old woman and a 19-year-old man dead last week.
Tasers are available but only a few officers have them.
In an interview on MSNBC’s Morning Joe, civil rights activist Al Sharpton said Emanuel should step down, adding that he wondered why Emanuel had stayed in Cuba, where he is on a family vacation. Garry McCarthy have been under heavy fire for the way they handled the October 2014 police-involved shooting death of Laquan McDonald. McDonald, armed with a knife, is seen veering away from Van Dyke in the video before the veteran officer starts firing.
The police department will also double the number of tasers used by police to 1,400 and will encourage trained officers to use them first before drawing a gun, Emanuel said. “We take this matter very seriously and the incident is under review”, the statement concluded.
The Mayor made the announcement only a fews days after yet another police-involved shooting occured in which two people were killed. The city aims to inject “some humanity into the work of our police department and police officers”, he said. He was indicted earlier this month on six counts of first-degree murder and one count of official misconduct for fatally shooting McDonald.
Chicago police say LeGrier was “combative” toward officers before he was shot early Saturday.
LeGrier’s father, Antonio LeGrier, told the Chicago Sun-Times his son had appeared to be a “little agitated” and later tried to bust open his door, prompting him to call police. The family of Jones, who worked with neighborhood anti-violence advocates, also intends to file a suit against the city, according to the AP. “And like all of us, they are human and they make mistakes”, the mayor said.
Meanwhile, protesters demonstrated outside the Cuyahoga County prosecutor’s office in Cleveland, a day after a grand jury decided not to charge two white police officers in the 2014 shooting death of Tamir Rice, a black 12-year-old boy who was playing in a park with a replica gun that shoots plastic pellets. Audio released last week indicated that an officer who responded to the call requested a Taser to use with McDonald, but instead he was shot 16 times, WMAQ reported.
Currently, about 20% of officers who respond to calls for service have access to Tasers, police spokesman Anthony Guglielmi said.

Emanuel was asked why he didn’t make such changes in the previous four-plus years in office.
