Protests Outside Emanuel’s House in Chicago
In a New Years Eve news-dump, City Hall has released 3,000 pages of emails relevant to the Laquan McDonald case and Bill Cameron has been reading them.

Chicago’s top prosecutor on Thursday said she asked the U.S. Federal Bureau of Investigation to help probe the fatal police shootings of two black residents over the weekend, as protesters renewed calls for the resignation of Mayor Rahm Emanuel.
The changes are the latest made by the mayor… Van Dyke pleaded not guilty Tuesday to six counts of first-degree murder and one count of official misconduct.
As details about the LeGrier shooting emerged, Emanuel said there were “serious questions” about what happened and ordered changes in how city police officers are trained to handle calls involving people who may have mental health problems.
“There’s a difference between whether someone can use a gun, and when they should use a gun, and we as a city must train for that difference”, Emanuel said Wednesday. In Chicago, the killer of Laquan McDonald now facing trial, who had been the subject of 20 complaints of lawsuits yet was still on the force, was the lone shooter among the police officers on the scene.
Police on Saturday fatally shot 19-year-old Quintonio LeGrier and a downstairs neighbor, 55-year-old Bettie Jones, as they responded to a domestic disturbance.
Emanuel had been vacationing with his family in Cuba when the weekend shooting occurred.
Ald. Walter Burnett (27th) said he applauds protesters who have been demanding significant changes at the Chicago Police Department.
The lawyers also slammed the Fraternal Order of Police for providing “false and misleading information”, claiming that McDonald had lunged at the officers and forced Van Dyke to shoot, which lawyers said were “outright falsehoods”.
The Justice Department announced a civil rights investigation of the Chicago Police Department after the city last month released squad-car video of a white officer shooting a black teenager 16 times past year.
Every member of the Chicago City Council voted to approve a police contract that keeps Van Dyke employed despite facing charges for murdering a 19-year-old. A similar case has sparked protests in Cleveland after a grand jury decided not to indict an officer involved in the shooting death of 12-year-old Tamir Rice. He says “the mayor’s office obviously does not direct investigations, nor are any employees involved in those investigations”.
McDonald was shot in the middle of a Chicago street after police saw him carrying a knife.
He said police must learn when they can use a gun and when not to do so.
This week, sources in the department told the Chicago Tribune the officer did not see Jones standing behind Quintonio LeGrier, who was coming out the front door of a West Side house with a metal baseball bat in hand.
John Escalante on Wednesday are slated to announce a “‘de-escalation” approach to handling potential conflicts and standoffs, including making sure every “operational’ on-duty officer is equipped with a Taser, ” reports The Chicago Sun-Times.

The ensuing turmoil led Emanuel to fire the police superintendent and create a task force to review police accountability.
