The incident happened just hours before the city got engaged in New Year celebrations.

The photo drew criticism from Instagram users who cite the action as “immature” and “inappropriate”.
A tourist, Michelle Duque told the BBC: “All of a sudden we saw this huge black plume of black smoke coming between the Khalifa Tower and the hotel. As soon as we got to ground level we were escorted out”, they said.
An elderly man, who suffered a heart attack at the venue due to the massive crowd and smoke, died while being treated on the spot and at least 14 people were treated for minor injuries, tweeted the Dubai Media Office.
The hotel is located near the skyscraper, the centerpiece for an extravagant fireworks display created to ring in the new year. “I do feel suspicious of when a fire breaks out on New Year’s Eve”, he said.
Throughout the evening large flames shot skyward from the 244-room luxury hotel, which lies across a plaza from the Burj Khalifa, billed as the tallest building in the world, at about 828 metres.
Noting that not so many people were on the same floor when the blaze started, Mallari called the police and informed them that he was stuck in one of the top floors.
At the Address hotel, which describes itself as “the premier five-star hotel” in Dubai, flames appeared to be gnawing away at growing portions of the high-rise, even as government officials said the blaze was largely contained.
“From @BurjKhalifa to the world: Happy New Year 2016”, said the Dubai government media office on Twitter.
Live television pictures showed the fireworks display proceeding as planned. The fireworks are put on the Burj Khalif, Burj Al Arab -a sail-shaped construction and over an artificially created palm-shaped island. Fireworks were also set off in Abu Dhabi, the capital of the country of seven emirates.
He raised concerns that the fire alarm did not go off until the building was “properly on fire”.
The BBC’s Marcus George in Dubai says streets around the Address Downtown Hotel have been cordoned off, but boulevards around the Burj Khalifa are open.

Standing nearby, Stuart O’Donnell, a British intensive care nurse who works in Dubai, said he was anxious for those inside the building as it was in a prime location to watch the fireworks display.
