The head of the police officers’ union in Chicago said the new policy did not significantly alter the way officers already deal with potentially violent situations. They put their lives on the line so the rest of us can be safe. “Our job is to reduce the chances of mistakes”. He said that “force should be the last option and not the first choice”.
“Just because you train that you can use force doesn’t mean you should”, he said. We’ll improve communication between officers and individuals to make these encounters less confrontational and more conversational. He said numerous squad cars were responding “and they’re all calling for a Taser and none of them have one”.
“In addition to building upon our public safety accomplishments, our focus for 2016 will be to restore the trust of the people of Chicago by being more transparent and continuing to work…to take a critical look at tour department to develop best-in-class policies and practices”, Interim Police Superintendent John Escalante said in the statement. The teenager, armed with a knife, was veering away from officers when Van Dyke opened fire.
Jason Van Dyke faces six counts of first-degree murder and one of official misconduct in the 17-year-old’s death. Residents of Chicago are stuck with that contract, as well as Emanuel and each of his, and police’s, enablers in the city council for the next four years.
Two more police killings over the weekend further inflamed tensions in the Windy City, where cops accidentally gunned down a 55-year-old woman while shooting at a 19-year-old who was allegedly acting “combative” following a family fight.
Hunter added that he and others think there is a culture within the Cook County criminal justice system and the Chicago Police Department “where police feel comfortable with murdering African-American people”. He says “the mayor’s office obviously does not direct investigations, nor are any employees involved in those investigations”. The officer pleaded not guilty this week to murder charges. Police said Jones was killed by accident during the altercation with LeGrier. Both he and Jones were black.
FILE – In this October 20, 2014 frame from dash-cam video provided by the Chicago Police Department, Laquan McDonald, right, walks down the street moments before being shot by officer Jason Van Dyke 16 times in Chicago. His office said he cut his trip short and returned to Chicago Tuesday.
About 1,860 officers – or roughly 15 per cent of Chicago’s police force – have completed the the department’s crisis-intervention team training, according to department statistics. Critics of the Emanuel administration say authorities conspired to keep the racially charged incident quiet while the city worked out a legal settlement with McDonald’s family.
None of the eight police officers at the scene of McDonald’s shooting in 2014 had a Taser, although they had asked for a unit equipped with a Taser to come to the scene.
The release of the video set off weeks of demonstrations, forced the resignation of police Supt.

“There’s a problem that has to be addressed”, Emanuel said.
