Telecom Regulatory Authority of India (TRAI) sources said all the comments should reach the regulator with Jan 7 and the regulator will come out with counter-comments by Jan 14.

The deadline for comments on the paper was to end today.
IAMAI said as per Trai’s paper there are three different models identified that have differential pricing for data or Internet services.
With regard to the abrupt shutdown of Facebook’s Free Basics service in Egypt, a person aware of the program said that the Egyptian officials had ordered the suspension of the program in the country.
“The objective of offering such schemes is claimed to be the desire of various service/content/platform providers to enable consumers, especially the poor, to access certain content on the Internet free of charge”, the sector regulator said.
Mark Zuckerberg doesn’t understand how anyone could oppose his Free Basics Internet service.
Net neutrality implies that equal treatment be accorded to all Internet traffic and no priority be given to an entity or company based on payment to content or service providers such as telecom companies, which is seen as discriminatory.
Facebook has been aggressively campaigning to support Free Basics service as it fears that platform may be banned in India.
“We’re disappointed that Free Basics will no longer be available in Egypt”, it said. This means: “what are the “basic” digital services Indians will access using their own air waves will be decided by a private corporation”, said a joint letter of about 100 people of faculty members from IIT, IISc, IIIT and BITS Pilani to Trai.
Facebook, in February, launched Internet.org in India along with Reliance Communications to connect people to the social media network, as well as websites such as Wikipedia, ESPN, BBC, Reuters, ClearTrip, AccuWeather and Dictionary.com among other region-specific health and education services.
“Compromising net neutrality, an important design principle of the Internet, would invariably lead to deep consequences on people’s freedom to access and use information”, said the joint statement, urging Trai to back net neutrality and reject Facebook’s proposal.
Trai’s paper mentions some plans which amount to differential tariffs of the telecom service provider who offer zero or discounted tariffs to certain contents of certain websites or applications or platforms.

The regulator till December 23 had received close to 5.7 lakh comments out of which over 5.5 lakh comments are through Facebook’s campaign.
