Chicago Mayor Will Announce Major Changes To Local Police To Appease Protesters
ABC affiliate WLS-TV reported Thursday that hundreds of emails related to a separate officer-involved shooting, the April shooting that left teenager Laquan McDonald dead.

The change comes as protestors gathered outside Emanuel’s home and called for his resignation late into Tuesday night, in light of the deaths of 19-year-old Quintonio LaGrier and 55-year-old Bettie Jones at the hands of police over the weekend.
Police, who were responding to a call that LeGrier was threatening his father with a baseball bat, have admitted that Jones’ shooting was accidental.
The approach will ensure that every officer on duty is trained and equipped with a Taser International, Inc. The city aims to inject “some humanity into the work of our police department and police officers”, he said.
The action will be part of a major overhaul in Chicago Police Department policy on how officers respond to incidents and the use of physical and lethal force, mayor’s spokesman Adam Collins said.
Shortly after he became interim superintendent, Escalante said that dashboard cameras were being inspected and that officers could face punishment of they are not in working order. McDonald, armed with a knife, is seen veering away from Van Dyke in the video before the veteran officer starts firing. Squad-car video of the fatal 2014 shooting, released last month, set off protests and calls for Emanuel to resign.
Around 20% of Chicago police officers now carry Tasers, Anthony Guglielmi, a Chicago Police Department spokesman, said.
NBC Chicago added that more than 700 Tasers will be added to the Chicago Police Department – more than twice the current amount. Jones, a neighbor, was accidentally shot and killed by police, authorities said. “And helping officers (make) that distinction – and the training that goes with it – is essential”.

NPR’s Cheryl Corley spoke to protester Mack Julion in Chicago, who says he doesn’t think Emanuel was trying to be open about what happened. Van Dyke is also charged with one count of official misconduct. Police said Legrier was charging at officers when they opened fire.
