Chicago Mayor Announces More Tasers, Training For Police
The announcement, scheduled to be made at 3 p.m. ET, will be part of a major overhaul in Chicago Police Department policy, spokesman Adam Collins said.

As it scrambles to regain public trust shattered by the video of a black 17-year-old being shot 16 times by a white officer, the Chicago Police Department released crime statistics Friday that reveal a drop in some major crimes in the city but a significant increase in the number of homicides and shootings.
Cook County State’s Attorney Anita Alvarez said on Thursday she wants help investigating the shootings of Bettie Jones, a 55-year-old mother of five, and Quintonio LeGrier, a 19-year old college student, by a single Chicago police officer.
“The way you have to make a change is you also have to acknowledge you may not have been doing what you need to be doing”, he said.
Van Dyke, who faces six first-degree murder counts, pleaded not guilty to the charges Tuesday.
Amid growing protests over that case and other officer-involved shootings, the city’s police commissioner resigned.
Pearson’s organization believes the only way to bring true change is for Chicago to have a civilian police accountability council that isn’t appointed by the mayor. “The people in charge are continuing to give (some officers) a pass. It happens over and over and over again”.
Chicago police say LeGrier was “combative” toward officers before he was shot early Saturday. Both he and Jones were black.
“Just because you trained that you can use force, doesn’t mean you should and helping officers have that distinction and training that goes with it is essential”, Emanuel said during the news conference, noting that the department is “owning, embracing and polishing the most meaningful policy changes in their history”. The program teaches officers how to respond to a person in crisis or with mental health problems, and is aimed at resolving incidents without violence. Emanuel returned to Chicago Tuesday after cutting short his family vacation to Cuba.
About 1,860 officers – or roughly 15 percent of Chicago’s police force – have completed the training, according to department statistics. He noted that on audio recordings of communications between dispatchers and officers on the scene that night, several officers can be heard “frantically” asking for a Taser before the shooting.

“You had eight officers all calling for some backup for Tasers”, Emanuel said. John Escalante on Wednesday are slated to announce a “‘de-escalation” approach to handling potential conflicts and standoffs, including making sure every “operational’ on-duty officer is equipped with a Taser, ” reports The Chicago Sun-Times.
