Members of the Rajya Sabha, the upper house of the Indian parliament, passed the Juvenile Justice Bill on Tuesday.

The proposed amendment to the Act would allow a much stricter treatment of a juvenile committing a heinous crime than is now provided.
The bill was taken up against the backdrop of uproar over the release of a juvenile convict in the heinous gang-rape and murder of a 23-year-old girl on 16 December 2012.
The Rajya Sabha voted on the key legislation on Tuesday, with Women and Child Development Minister Maneka Gandhi saying the law would apply in extreme cases such as murder and rape.
The Bill was earlier passed by the Lower House of the Parliament, Lok Sabha, on May 7 this year. The parents of the victim met Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi at his residence in New Delhi today. “We should not be influenced by sentiments”, CPI(M) leader Sitaram Yechury said before walking out. What if an accused is 15 years and 11 months? The Left parties wanted it to be sent to a Select Committee so that there is no haste in amending the law under emotional pressure.
“The culprit who has committed the horrendous crime, you can not punish him”.
With the bill being passed, the amendments would be affected by the union law ministry. They can also be awarded the maximum punishment in jail terms for those crimes.
■ Share of juvenile crime has remained static at 1-1.2 per cent. We can have more discussions, and then pass Juvenile Justice bill.
After passage of the bill in the Rajya Sabha yesterday, Nirbhaya’s mother, Asha Devi, said that she “was happy with the passage of the bill but justice in the case of her daughter was not delivered”.
“We have been assured that the bill will be passed tomorrow and we believe that”.
“Reaching out to the main opposition, she reminded the Congress that the Bill was theirs and not hers or the NDA government”.
