Chicago Police: Some crimes dropped in 2015, homicides rose
While the video release of a Chicago police officer’s shooting of Laquan McDonald prompted a domino effect of change, including the ousting of the police superintendent and a federal civil rights investigation, officers shot the fewest people in 2015 than they have in years.

The emails were released one day after Emanuel called for better training of police officers, and less than a week after police “accidentally” shot and killed a 55-year-old mother of five, and a 19-year-old who they said was “combative”.
In a year when the Chicago Police Department, mayor and the city itself dominated national headlines and received widespread attention over the fatal shooting of teenager Laquan McDonald by a police officer, the city also saw an increase in violence.
Also in May, Collins complained to colleagues that IPRA did not follow his recommendation on how to respond to a TV station about McDonald.
Days before the video was released, the Emanuel spokesman wrote to police and the law department saying that they should speak with “one voice” on the issue.

The ideas proposed by Escalante to stem the violence continue the actions implemented by former Superintendent Garry McCarthy, who was sacked in the aftermath of the McDonald shooting.
Van Dyke, who has been charged with first-degree murder, has pleaded innocent to the charges.

The video showed McDonald veering away from officers before he was repeatedly shot, including while he was facedown on the pavement. And on Friday, the news release said that the department is expanding the use of body cameras. They put their lives on the line so the rest of us can be safe. He was pronounced dead at the scene and the shooter is at large, a police spokeswoman said. “Willful misconduct and abuse can not and will not be tolerated”.
