The RM Lodha Committee has also recommended the creation of three other authorities for the smooth functioning of the BCCI, and the institution of a players’ association. The committee also suggested the restructuring of the BCCI’s administrative set-up, proposing the position of a CEO accountable to a nine-member apex council. According to ESPNCricinfo, he called for a restructuring of the BCCI constitution.
Lodha Committee recommends relegation of Railways, Services and Universities as Associate members. Some of the states have multiple members like Maharashtra has three, Gujarat has 3. “I am happy to share that whatever discussions we had with BCCI president Shashank Manohar, he immediately put in action”, said Justice Lodha.
No BCCI office-bearer can be Minister or government servant, recommends Lodha panel.
There are reports in some quarters that the panel may recommend that politicians should not be part of the Board which is run as a society registered under the Tamil Nadu Societies Registration Act. Of the remaining 5, two will be nominees of franchisees, 1 will be the representativeof players association, who will be other than the ones nominated to apex council. The governing council of the IPL, would take all decisions regarding the tournament, including the financial ones, and would be accountable to the BCCI’s general body.
Lodha committee recommends a steering committee headed by former Home Secretary G K Pillai with Mohinder Amarnath, Diana Eduljee and Anil Kumble as members. Ian Chappell in a recent event said that the statement that all players make good administrator is rubbish. “It was discovered recently that an association official had used the BCCI money for renovating his own office”.
The second contentious issue that probably will be dealt with in the report is the “Conflict of Interest”. The ethics officer proposed by Lodha would be a former high court judge.

– No BCCI office-bearer can hold two posts at the same same time. “That [purity of the game] still remains the theme”, Justice Lodha said. “Moreover, the distribution of subsidy and grants from the BCCI would depend on the infrastructure and development of the game by the state association”, he added. They must also follow a proper stadium rotation policy, Lodha concluded.
