The freezing rain will continue into the overnight hours Tuesday, with hard travel conditions predicted to hit Buffalo between 5 and 7 p.m., he said. Green Mountain Power, the state’s largest utility, was warning of likely outages as the winter storm bore down on the state.

The storm has the potential of leaving up to 8 inches of snow in parts of Wisconsin, while only raining in other parts of the state. Up to a few tenths of an inch of ice accrual will be possible in southeast and eastern Iowa.

All 60 city salt-sand trucks were to be out by noon in advance of the expected ice accumulation, said director Alan King. Wind gusts of up to 35 miles per hour are expected.

New Yorkers can also obtain emergency information through NY-ALERT, the state’s free, all-hazards, web-based alert and notification system. The area of low pressure is pulling in warmer air above which leads to rain falling into colder surface air and the formation of freezing rain and slight. New Year’s Day is expected to be sunny with a high near 40 degrees.

Areas in the southwestern suburbs like Romeoville and Morris may see as much as half an inch of ice, but there should be less ice accumulation closer to the lakefront due to heavy winds heated by the lake.

Portland resident Aaron Lovely said he walked through the worst of the snow for about 20 minutes to get to his job at a downtown record store, which was mostly empty late Tuesday morning.

The National Weather Service has issued a Winter Storm Warning for the counties of Winnebago, Kossuth, Worth, Palo Alto, Hancock, Wright, and Franklin.

If the temperature falls more throughout the entire column of the atmosphere then we will see more snow but if it warms up more then it will be more rain and freezing rain.
