China was mentioned as a key player in future negotiations, but Beijing’s cooperation could have limits, given its traditional ties to the North Korea leadership. On Tuesday, he called for an improvement in the “quality and quantity” of his country’s atomic weapons and praised the scientists responsible for creating the bomb that was detonated last week, the official Korean Central News Agency said.
“I trust China, as a permanent member of the Security Council, will play a necessary role”, she told a televised news conference.
The U.S. House of Representatives voted almost unanimously on Tuesday to pass legislation to broaden sanctions on the North.
The U.S.is also looking into ways to “squeeze” the North with multilateral and unilateral sanctions, according to White House chief of staff Denis McDonough.
China, the closest thing North Korea has to a friend, has previously used its veto power to ensure that multilateral sanctions are not so severe as to cause its fragile neighbor to collapse, although Beijing did allow a significant expansion of sanctions after Pyongyang’s 2013 nuclear test. If it cannot be realized by forcing sanctions against North Korea, Korea’s real peace and stability are not guaranteed, and additional nuclear tests can’t be prohibited.

China is anxious that a crackdown on North Korea may destabilize the Kim regime and lead to millions of refugees fleeing across China’s border, or that South Korea will absorb its northern neighbour, leaving a well-armed USA ally on its frontier.
In 1991, Washington withdrew tactical nuclear weapons from South Korea.
The DPRK leaflets also criticized South Korean President Park Geun-hye and the hostile policy of the United States toward the DPRK, while threatening strike against the loudspeakers. The anti-terrorism bill has gained new momentum following the deadly attacks in Paris previous year that killed more than 120 people.
For these reasons, the world might consider paying more substantive attention to North Korea on a continual basis.

Another pastor named Park Simon, who also accompanied Ma and Kim to several church gatherings in the United States, told Voice of America that Kim frequented North Korea and called him from Pyongyang about four years ago.
In a show of strength on Sunday, a nuclear-capable US B-52 bomber – flanked by South Korean F-15 fighter jets and US F-16 planes – flew over Osan Air Base, some 70 kilometres (45 miles) south of the inter-Korean border. The South Korean government declined to confirm it.
However, South Korea’s Chosun Ilbo points out that Seoul has not been able to get in touch directly with Xi Jinping.
38 North, a website run by Johns Hopkins University’s School of Advanced International Studies that monitors North Korean activities, said analysis of video of the launch and satellite imagery of the submarine and support vessels in port two days later “suggests that this test was probably conducted from a submerged barge” and appeared to have failed.
Hwang declined to go into detail on what efforts are being made toward that end.
