If it cannot be realized by forcing sanctions against North Korea, Korea’s real peace and stability are not guaranteed, and additional nuclear tests can’t be prohibited.

China is anxious that a crackdown on North Korea may destabilize the Kim regime and lead to millions of refugees fleeing across China’s border, or that South Korea will absorb its northern neighbour, leaving a well-armed USA ally on its frontier.
In 1991, Washington withdrew tactical nuclear weapons from South Korea.
The DPRK leaflets also criticized South Korean President Park Geun-hye and the hostile policy of the United States toward the DPRK, while threatening strike against the loudspeakers. The anti-terrorism bill has gained new momentum following the deadly attacks in Paris previous year that killed more than 120 people.
For these reasons, the world might consider paying more substantive attention to North Korea on a continual basis.
