When South Korea briefly resumed propaganda broadcasts in August after an 11-year break, Seoul says the two Koreas exchanged artillery fire, followed by threats of war.

Obama had announced a new round of sanctions but has since delayed implementing them. Yet Washington keeps on accepting it. Prior to its first surprise nuclear test in 2006, the USA said it would not permit North Korea to have a nuclear weapon.
A resolution was finally reached after North Korea “expressed regret” for the blasts and the South agreed to turn off the loudspeakers in return.
Skepticism from worldwide experts about North Korea’s claim to have conducted its first H-bomb test isn’t dampening spirits in Pyongyang.
Norsar said that based on the seismic readings, the event was equivalent to less than 10,000 tons of TNT, smaller than those of the atomic bombs used on Hiroshima and Nagasaki, and far less than thermonuclear weapons that typically are as potent as millions of tons of TNT.
North Korea also said it was capable of miniaturizing the hydrogen bomb, in theory allowing it to be placed on a missile and threatening the U.S. West Coast, South Korea and Japan.

However, the call had been delayed due to China’s “internal scheduling”, it said, citing an unidentified official.
