In his December 27 “Mann ki Baat” radio address, Modi based his concept of “Divyang” on the premise that the people with physical diabilities tend to develop special faculties that even the fully “able” lack. At a function to distribute aides to differently-abled persons in his constituency, he referred to dalits but made no mention of the controversy over the suicide of a dalit research scholar in Hyderabad University over which two of his ministers have come under attack.
