A US-led coalition has been fighting IS in Syria and Iraq since September 2014.
The Islamic State group released a video over the weekend reportedly showing eight of the fighters who carried out attacks in Paris last November training in the Middle East, including beheading captives.
The video features images of French President Francois Hollande and British Prime Minister David Cameron with targets superimposed on them.
But an intelligence report by Europol said even with the centre now up and running mass casualty attacks in Europe was still likely on civilian “soft” targets.
The video was uploaded to ISIL’s official Telegram channel and shows some of the attackers wearing camouflage fatigues in a desert location, before the time of the Paris attacks.
116-c-17-(Lori Hinnant (HIH’-nihnt), AP correspondent)-“English with subtitles”-AP correspondent Lori Hinnant reports the primarily French-language footage released Sunday was apparently filmed in IS-controlled territory in Syria before the attackers slipped back into Europe”.
And Cameron’s office said the video showed “an appalling terrorist group that’s clearly in decline and in retreat”.
The European Union on Monday launched a new law enforcement centre to coordinate the fight against violent extremism, saying Europe faces the most significant terrorist threat in over 10 years.
The video contains footage of the of the three-pronged Paris attacks as well as security operations by French special forces during the massacre.
Currently, some 30 Europol experts are working to support the Franco-Belgian investigation into the Paris attack, Wainwright said, helping track movements of money, weapons, fake documents and other elements of the plot.

Police forces around the world have taken measures to better share crucial intelligence to thwart jihadist attacks but technology can help them do far more, global police chiefs said at the Davos gathering of policymakers and moguls. Two remain unidentified because they carried documents that were assumed to be forgeries of Syrian passports. The government introduced a state of emergency after the November attacks, but the move has been criticised by civil liberties groups. Abdeslam, whose brother Salah fled Paris that night and remains at large, blew himself up at a Paris cafe where he was the only victim.
