Chechen leader posts video of opposition in crosshairs

He has been accused of involvement in torture and disappearances by human rights groups, and is a prolific user of photo-sharing site Instagram where he has 1.6 million followers.
The 16-second video posted Monday by Ramzan Kadyrov, the leader of Russia’s Chechnya republic, shows another opposition leader, Mikhail Kasyanov, as viewed through what appears to be a rifle scope.
The EU ambassador to Russian Federation has hit out at “disgusting unveiled murder threats” after Chechen leader Ramzan Kadyrov posted a video of rivals under the cross hairs of a rifle.
Mr Kadyrov’s video purported to show Mr Kasyanov, 58, in the French city of Strasbourg, where the Chechen leader wrote that the politician had gone to get money for the Russian opposition. The phrase, “whoever didn’t understand will get it”, is also the title of a forthcoming self-produced action film starring the Chechen leader.
“I assess Kadyrov’s move as incitement to murder a state or civil society leader”, Mr Kasyanov, who is chairman of the opposition PARNAS party, told the Ekho Moskvy radio station. During the trip, he also told the exiled Crimean Tatar leader, Mustafa Dzhemilev, that Crimea would eventually be returned to Ukraine.
Kadyrov’s spokesman didn’t respond to calls seeking comment on the video.
I’ll take that as a direct threat to the murder on the grounds of political strife, as an infringement on the life of the public and public figure, as publicly expressed intention to commit actions, intimidating the population.
Mr Kasyanov, who once served as prime minister under Mr Putin only to become one of his biggest critics in opposition, said he hoped the Russian president would speak out against Mr Kadyrov.
In January, he called pro-democracy protesters “enemies of the people”.
It is important to emphasize that kadyrov, is the head of one of the entities of the Russian Federation and the appointed to this post in person.

Kasyanov said. “Or is Kadyrov a particular case that Putin can’t do anything about?”
