The quake struck about 4 a.m. local time, or 2000 Friday GMT, about six miles (10 kilometers) underground.
Broadcaster ITV reported that hundreds of people could be trapped inside the collapsed building.
The natural disaster occurred at a shallow depth of 6.2 miles, according to Reuters.
Two earthquakes rattled southern Taiwan early Saturday and caused a building to partially collapse, witnesses and news media reported.
Taiwan’s Central Weather Bureau also measured a second quake of 4.3 magnitude centred in Tainan.
‘I hugged the wall and put my face to the wall, ‘ Pao-feng Wu, a Tainan resident, said after the quake hit.
There are reports of buildings collapsing, and no reported injuries as of yet.
Liu Shih-chung, an official with the Tainan City Government, confirmed the team were formulating a plan to deal with the incident.
A 6.4 magnitude quake has struck Taiwan.
