Venezuelan ambassador Rafael Dario Ramirez Carreno, president of the Security Council this month, said the launch was “a serious violation of… resolutions”.

North Korea said its intention was to put a satellite into orbit, but the United States and its allies believe it was a cover for a test of a ballistic missile that could carry a nuclear warhead.

The tests prompted UN Security Council members to impose sanctions against the country, which is already under sanctions for its nuclear and missile programmes.

Washington and Beijing have appeared divided over how to respond to North Korea, with the USA urging tougher sanctions and China stressing the need for dialogue.

An emergency UN Security Council meeting was due to take place on Sunday in NY to discuss whether an global response is required.

The UN has condemned the rocket launch.

Analysts have disputed whether the action did in fact involve a hydrogen bomb, but diplomats said that incident, together with the recent rocket launch, are advancing North Korea’s nuclear program.

However, Han was reluctant to say the launch was a success, as it has not been confirmed whether the North’s rocket re-entered the Earth’s atmosphere, a crucial piece of technology that would allow it to hit the US mainland.

India has close economic and commercial links with South Korea and Japan besides other countries in the region, which makes peace in the region an imperative.

He also said the United States “is consulting with the South Koreans for the first time about more missile defence capabilities to prevent any possibility that North Korea could reach USA facilities or US populations”.

The rogue country was also condemned by Russian Federation on Sunday, stating that this action dealt a major blow to the area’s regional security including their own.
