World powers are meeting in Munich later for talks on the Syria conflict.

Russia, which is backing the Syrian regime, is proposing a cease-fire to begin March 1.
The communique added that sustained humanitarian aid would begin this week to various besieged areas of Syria.
Prime Minister Ahmet Davutoglu also says Tuesday that Russian Federation will eventually retreat from Syria in “embarrassment” – in a similar manner to the Soviet forces who once left Afghanistan.
Relief organizations have denounced the world powers for discussing a political solution to the five-year-long civil war while not doing enough to save the lives of endangered civilians. The U.S. has countered with a demand for an immediate truce.
“This is straight out of the Kremlin’s playbook”, said a senior European Union diplomat.
After a meeting with diplomats Thursday evening in Munich, Germany.U.S. Secretary of State John Kerry said Syria will implement a “nationwide cessation of hostilities” within one week.
The Baghdad spokesman for the U.S.-led coalition against the Islamic State group refuted the Russian claims and said the incident was an example of the Russian “indiscriminate” use of force.
Talks had been progressing at the 52nd annual Munich Security Conference earlier Thursday before Kerry said an agreement was struck among leaders to work on implementing a ceasefire.
While the USA once adopted a strong “Syria without Assad” stance, this proposal has appeared to take a backseat as it focuses on fighting Daesh.
“We are waiting for the communique just like it used to be after the talks in the same format”, the source said in an interview with TASS.
It did not give any details of the proposal and there was no comment from USA officials.
But Russian presidential press secretary Dmitry Peskov was quoted in Russian media Thursday as saying agreement remained elusive. They met as other USA and Russian officials traded allegations over bombing of civilian areas in the besieged city of Aleppo. The U.S. and its regional allies have blamed Russian bombardment of the rebels for worsening the humanitarian situation.
Russian Federation said it welcomes the increased flow of aid, particularly to the city of Deir al-Zor. He said the Aleppo battle makes it “much more hard to be able to come to the table and to be able to have a serious conversation”. They are living in makeshift camps and abandoned buildings because Turkey, already overwhelmed with Syrian refugees, will not open the border. He instead called for the establishment of safe havens inside Syria. At least 250,000 people have died and 12 million displaced because of the conflict, according to the United Nations.

“The warring parties in Syria are constantly sinking to new depths, without apparently caring in the slightest about the death and destruction they are wreaking across the country”, Hussein, U.N. high commissioner for human rights, said. As he prepared to meet allied defense ministers in Brussels, Defense Secretary Ash Carter said Islamic State would have to be defeated “whatever happens with the Syrian civil war”.
