Ceasefire, humanitarian aid agreement in place for Syria

U.N. Special Envoy for Syria Staffan de Mistura, who is in Munich, has announced intentions to resume the U.N.-facilitated talks between the government and the opposition on February 25.
The talk of new cease-fire plans comes as the U.S., Russian Federation and more than a dozen other countries meet to try to halt five years of civil war.
Turkish Prime Minister Ahmet Davutoglu on Wednesday said it was building a new camp for the refugees inside Syria, and said it was unfair to ask Turkey to open its borders without pressuring Russian Federation over its bombing.
The U.S. and Russian Federation have agreed on a framework for a “cessation of hostilities” in Syria that would allow for the flow of humanitarian aid into key areas of the war-ravaged country.
Russia, Syria and Iran argue that other groups, notably some supported by Turkey, Saudi Arabia and some other Arab states, should not be eligible for the ceasefire and there was no sign in Munich that those differences had been resolved.
Kremlin spokesman Dmitry Peskov, meanwhile, dismissed as speculation reports that Russian Federation was ready to propose a cease-fire in Syria starting on March 1. His peace push coincides with Defense Secretary Ash Carter’s attendance at a gathering in Brussels to hash out military options with North Atlantic Treaty Organisation partners. It would depend on the cooperation of hundreds of rebel groups that are battling the regime of President Bashar Assad, as well as Assad.
It also puts pressure on Washington and other Western nations to do more to end the conflict.
Thursday’s meeting in Munich is hosted by US Secretary of State John Kerry and his counterpart, Russian Foreign Minister Sergei Lavrov.
After reaching Aleppo by the most direct route, the USA planes “conducted strikes against targets in the city”, Konashenkov claimed.
The US countered with demands for an immediate stop to the fighting and both countries appeared to have made concessions on that front.
“We are going to have serious conversation about all aspects of what is happening in Syria”.
The officials said the USA counterproposal is simple: A ceasefire that is effective immediately and is accompanied by full humanitarian access to Syria’s besieged civilian centers.
“A lot of the details might start to come to light in less than 24 hours in Munich, when the International Syria Support Group will be meeting to start talking about getting the Geneva talks back on track”, he added.

The cessation of hostilities would not apply to ongoing military actions by the U.S.-led coalition against the Islamic State group. However, the defence ministry spokesman insisted that the air force’s closest bombing target to Aleppo on Wednesday was more than 20 kilometres (12 miles) outside the city. The United Nations has warned that 300,000 civilians in rebel-held areas of the city risk losing access to humanitarian aid if government forces succeed in encircling the city. “Several cases of acute malnutrition among pregnant women and children have been reported, as well as deaths related to lack of medical care”.
