BJP sources insist that the JNU row will not affect the party’s ties with the PDP.
With Bharatiya Janata Party (BJP) general secretary Ram Madhav and Peoples Democratic Party (PDP) chief Mehbooba Mufti expected to meet this week, the parties are likely to take the first step towards government formation in Jammu and Kashmir. “The fact is the alliance is intact and we are going to form the government in Jammu and Kashmir shortly”, a BJP leader told on the condition of anonymity. “We don’t want government formation for power but for welfare of people of the State”, Baig said. After saying for over a month that she won’t head a PDP-BJP coalition unless New Delhi announces confidence building measures (CBMs), PDP chief Mehbooba Mufti seems to have chose to shake hands with the BJP.
Meanwhile, when asked about the progress in talks with BJP, Baig said making anything public before a concrete decision on government formation would be harmful “because many things are confidential”.
Though several BJP leaders from J&K including some lawmakers have opposed any surrender by the party, the dominant view in the BJP is that breaking the alliance with the PDP would only be detrimental to its interests in the present circumstances.
“CBMs are introduced between two hostile nations once they go for talks after a warfare”, he stated, including that Mehbooba Mufti exclusively needed assurances on implementation of the Agenda of Alliance agreed upon by each the events.
Ram Madhav is expected to fly to Srinagar on Tuesday.
Stressing on the implementation of the Agenda of Alliance, he said: “There is no time frame so that it can be given in writing”. “She said she can’t move forward (with the alliance) and still did not break it. What does that mean?”
The state was put under governor’s rule on January 9 with Governor NN Vohra appointing two retired senior IAS officers of the state cadre as his advisors to run the state administration.

He alleged that Section 92 of the Constitution could not be used as a ploy by the Centre to impose a proxy rule through the Governor, especially in a situation when the government formation in the State seemed almost impossible.
