The U.S. considered a proposal from the North Korea, which has long sought a peace treaty with Washington, said Earnest.

North Korea quietly reached out to US officials through the United Nations in NY last fall to propose formal peace talks on ending the Korean War, a response to President Barack Obama’s comments that the USA was willing to engage Pyongyang as it has with other rogue regimes, senior USA officials told CNN. ISDP expert Berger says the North has remained steadfast in developing its nuclear arms program which it regards as crucial for its national security. Thus, economic sanctions do not impact North Korea in the same way that they would have affected Iran, so Pyongyang is free to pursue its nuclear program with relatively little influence from the outside world.

North Korea also conducted surprise artillery drills along its maritime border on Saturday, causing frightened residents of some South Korean islands to remember the North’s deadly artillery attack on Yeonpyeong Island in 2010.

The Asian qualifying games will kick off in Osaka on Monday in a six-team, round-robin tournament, with Australia, China, Japan, North Korea, South Korea and Vietnam competing for two places at the 2016 Olympics. Besides, an effective deterrent would provide the North with not only a security guarantee, but also a better bargaining position vis-à-vis the US and South Korea, Berger told DW.

President Park Geun-hye has now ordered that complex shut in retaliation for the January nuclear test and February rocket launch.

South Korean officials believe the North deliberately blew up the rocket’s first stage after burnout to prevent South Korea from retrieving debris. “But while the legal scope to sanction them may exist, whether the US Treasury chooses to use that ability in its fullness remains to be seen”, she said.

Washington recently passed harsh new financial sanctions that could seize the USA assets of any company linked to illicit North Korean activities.

The allies had been set to sign an agreement Tuesday on setting up a joint working group to look into the roll-out of the Terminal High Altitude Area Defence System (THAAD) against North Korea’s growing missile threat.

“The US however has never wanted to settle the status of the divided Korean Peninsula as the stationing of US troops in South Korea is a prime component of US military force projection in the Asian Pacific region”.

“Through the GSOMIA, the two countries can share their valuable information and better ensure each other’s safety”, Nakatani said. Because it has been isolated for decades, North Korea is not sustained by foreign trade, and is only truly dependent on aid from China. It is obvious that this problem can not be solved through sanctions on North Korea alone.
