The North conducted its fourth, underground nuclear test explosion in January and a long-range rocket launch in February that drew the strongest global sanctions yet against Pyongyang.

Last Friday, a North Korean missile launch meant to celebrate the birthday of the country’s founder Kim Il Sung, the late grandfather of Kim, ended in failure, USA officials said.

North Korea has stepped up its bellicose rhetoric and weapons tests despite the fresh round of United Nations sanctions.

A fresh test would see Pyongyang doubling down in the face of tough sanctions adopted by the UN Security Council, and would throw down a gauntlet to the global community as it struggles to find new ways to curb the North’s nuclear ambitions.

“We again confirmed that solving North Korea’s nuclear capacity and missile problem is most urgent and important for the three countries and moved to strengthen cooperation in order to denuclearize North Korea”, Seoul’s Vice Minister of Foreign Affairs Im Seong-nam told journalists.

Analysts at 38 North, a website devoted to watching North Korea, saidthey also saw increased movement in satellite imagery around the north portal but that there was little evidence Pyongyang was planning an imminent nuclear test.

“A growing number of North Korean people are infatuated with Western culture”, said Ishimaru Jiro, a Japanese reporter who works with citizen journalists inside the regime.

The military also said it applied the concept of a “RSOI” joint drill between Seoul and Washington in its latest field exercise to further deter North Korea from engaging in sporadic provocations.

“No country in the world reveals their military secrets to the world, yet Kim himself had showed off what he claims to be a nuclear detonator and test facilities”, said a military official.

Concerns that Pyongyang may conduct another nuclear test comes as the regime prepares to hold a meeting for its ruling Worker’s Party in May. Blinken also said they would be presenting a broader and more in-depth and realistic plan for cooperation in the following months.

“Usually, North Korea does not respond externally to human rights reports, but internally, authorities examine them in detail”, Yoon said.

Two road-mobile Musudan launchers were set up for the test, but the second was not fired after the explosion, the report said.

“Even though China speaks of observance of the sanctions, what it will respect is the United Nations resolution, which is weaker than the USA and South Korea’s unilateral sanctions”, Jang said. Mark Lambert, director of the Office of Korean Affairs at the US State Department, told the seminar Beijing was still refusing a US offer of briefings to explain that the system was not aimed at limiting China’s defence capabilities.
