In Costa Mesa, members of the crowd broke the windows of a police auto and tried to flip the vehicle over.
The Chronicle reported that “roughly 20 people were arrested”, but perhaps most of those were only briefly detained.
Hughes expected there would be some confusion about the process because only registered Republicans are eligible to vote, compared to the primary on March 1, where unenrolled voters could take a GOP ballot.

The candidates are competing for 172 delegates in California, 159 of which will be awarded by congressional district.
