No quitting, MP Vijay Mallya, you will be expelled: Rajya Sabha panel
According to the procedure, the chairman needs to verify the resignation letter that should either be handed over personally or should be delivered through a person having an authorisation letter from the member.

Subramanian Swamy was expelled on November 15, 1976 after a committee found his conduct derogatory to the dignity of the House and Chhattrapal Singh Lodha was expelled from the rajya sabha on December 23, 2005.
According to Rajya Sabha Secretary General, Mallya’s resignation was not according to procedure did not bear his signature in original.
In an apparent attempt to pre-empt his expulsion, Mallya wrote to Chairman Ansari on Tuesday seeking to resign from the house because he did not want his “name and reputation to be further dragged in mud”.
Mallya, who has been charged with money laundering and loan default of over Rs 9,400 crore, had earlier sent his resignation to the Upper House Chairman Hamid Ansari, who turned it down on procedural grounds.
However, sources said the committee has recommended Mallya’s expulsion.
Asked whether the panel has any room left now to take up the matter when Mallya has already resigned, Singh said “of course there is room”.
Mallya, an Independent member from Karnataka, had sent his resignation to Rajya Sabha Chairman M. Hamid Ansari and to the ethics committee of the Rajya Sabha.
The sources said the panel will submit its report before the Rajya Sabha on Wednesday.
Another tweet on Tuesday said: “7686 Wilful Defaulters Owe PSU bank Rs.66,190 cr – easy to blame only Mallya”.
Because of the debt that Mallya had and his scuffle with the banks, RS Ethics panel had given Mallya a notice asking him to justify his position and reply within a week. His second term as parliamentarian ends in June, but he is likely to expelled before that.
It is said that, the decision was taken to expel and not accept the resignation of Mallya, to set a precedent that erring members of Upper House will not be spared.

The union government revoked Mallya’s passport after he failed to turn up for a probe into the loan default.
