Rawat appears to have clinched numbers in floor test in Uttarakhand

Former Uttarakhand Chief Minister Harish Rawat was on Wednesday declared the victor of the Assembly floor test after which the Centre swiftly revoked President’s Rule in the state.

The rebel Congress MLAs and BJP jointly will demand for a division of votes on the Appropriation Bill in the state Assembly.

Centre had imposed President’s rule in the state on March 27, arguing that Harish Rawat government lost majority when nine rebel Congress MLAs voted against the state government’s annual budget. The Supreme Court stayed the decision of the High Court, and scheduled a trust vote on May 10, but disqualified the nine rebel lawmakers from voting, giving Congress Party the advantage. The halfway mark to the majority is 31. Of that, the Congress has 27 legislators on its own and claims the backing of six member PDF to make the ruling side’s figure of 33.

So what were the possible calculations and scenarios under which the Harish Rawat led Congress won the trust vote? However, some of them flashed victory signs and shouted slogans “Long Live Congress, Long Live Harish Rawat”.

As the Attorney General told the court about the lifting of President’s Rule day and the consequent restoration of Rawat’s government, senior counsels Kapil Sibal and Abhishek Manu Singhvi, who appeared for the ousted chief minister, extended their appreciation of the stand taken by the top law officer of the country.

A bench comprising justices Dipak Misra and Shiva Kirti Singh allowed the Union government to proceed with lifting the proclamation of President’s rule in the state. “Uttarakhand will be victorious tomorrow”, Rawat said.

Congress leader Indira Hridayesh earlier told ANI about the details of what happened during the floor test and asserted of a positive outcome for the party. “We are all together, the people who are supporting us, we have their blessings.PDF, BSP, UKD.BJP can claim anything they want, victor will be Uttarakhand”, he said outside the Assembly. Prohibitory orders were clamped around the assembly premises ahead of the trust vote.

The court would also be separately hearing nine dissident Congress MLAs who had challenged their disqualification by the Speaker for “horse trading” due to which they were unable to vote in the decisive apex court-ordered floor test.
