Duterte claims Philippine presidency, vows crime crackdown
The election commission was not expected to officially proclaim Duterte as the victor of Monday’s vote for more than a week.

“Forget the laws on human rights”.
Senator Grace Poe, a former schoolteacher and first-term senator, is now third with about 21%.
Before his run for president, when Rodrigo Duterte was mayor of Davao, the city was ground down by crime, but under his investiture, Davao has turned out into a much more peaceful city.
“If you are a policeman and stick to your racket, choose: either you kill me or I kill you”, he said.
“I offer my hand in friendship to those who were my opponents in this elections”, he said.
Duterte is a charismatic former city mayor whose presidential campaign was marked by blunt language.
Although Duterte is the clear victor according to the quick count made by Parish Pastoral Council for Responsible Voting, an official partner of the Philippine election commission, the official vote tally for the presidency and vice presidency is overseen by congress. “I wish you success”.
“I would say to China, ‘do not claim anything here and I will not insist also that it is ours.’ But then I will just keep (turning) a blind eye”, said Duterte on Monday. During his 22 years as mayor of Davao City, Duterte was known for being tough on crime, and he evoked that reputation frequently on the campaign trail. “What I can promise you is that I will do my very best not just in my waking hours but even in my sleep”, Mr Duterte said after the poll results were released. Recently, Duterte told Australia’s new ambassador in Manila to “shut up” after she criticized his joke about raping a murdered Australian missionary.
“I saw her face and I thought, ‘Son of a [expletive]”. “This one, she is so lovely, she looks like an actress … I think criminals aren’t afraid of the consequences they do”.
Mr. Duterte has called for talks with China over the South China Sea territorial dispute.
Manuel Roxas is a former investment banker and the grandson of the first president of the Philippine Republic.
Although Duterte said that China should respect the 200 nautical mile Exclusive Economic Zone given to coastal states by worldwide law, he also said they should team up with the Philippines to exploit offshore oil and gas.
When Duterte entered the presidential race previous year he was generally viewed as a wild-card candidate who would at best inject some color into the contest. Robredo had 35% of the vote to Marcos’ 34.6%.
