NCAA NOTEBOOK: Report finds more allegations at Baylor
One of the more high profile cases that put Baylor in the spotlight involved former defensive lineman Shawn Oakman, who was investigated for allegedly assaulting an ex-girlfriend shortly after transferring to Baylor. The university “was briefed last week” on the results of the investigation but has yet to review the firm’s report, per Engel.

In April 2014, a woman told Waco police that Bears running back Devin Chafin grabbed her arm and slammed it against a auto in front of teammates.
The university did not indicate when or whether the law firm’s report might be made public, but issued a statement on May 13 in which it said, “Over the coming weeks, the board will carefully consider the information provided in the briefing and determine how to decisively act upon Pepper Hamilton’s findings and recommendations”. He played in 12 games in 2013. She said the case was also brought to Briles and to university president Ken Starr – ironically, the same Ken Starr who was the independent investigator for the sexual relationship between President Bill Clinton and White House intern Monica Lewinsky – and neither took any action.
Lavigne and Schlabach found another case in which police kept the investigation open for years, which meant the case wouldn’t fall under Texas’ open records laws and thus wouldn’t be available to view by the public.
The victim told police she met with the suspect, identified as Oakman, at Scruffy Murphy’s, a campus-area club, and then walked with him to the nearby duplex, a search warrant affidavit said.
The news reported from Outside the Lines paints a picture of a Baylor football program that was out of control with cops covering up “incidents”, with the Baylor coaching staff, including head coach, Art Briles being aware of the debauchery.
In June 2015, the same woman made a domestic violence allegation against another player.
“I’d seen other girls go through it, and nothing ever happened to the football players”, the accuser said in the Outside the Lines report.
Dixon also was involved in a series of fights in May 2011 at a university-approved party, but was not arrested or charged.
A tweet from Baylor head football coach Art Briles’s official Twitter account Thursday afternoon is drawing sharp criticism online despite its positive message about the team’s grade point average and graduation rate.
Further, the report from Outside the Lines says Baylor officials, including some coaches, knew of the allegations and did nothing to discipline the players. The details and files relevant to that case, according to ESPN, were then placed in a locked office.
Both women said [Baylor’s chief judicial officer Bethany] McCraw’s response noted that Kim, also a Baylor athlete, was the sixth woman to report such an incident involving Elliott.
This isn’t just a Baylor problem, or a college football problem.

The victim returned to the house and found a friend who took her to Baylor Scott & White Hillcrest Medical Center, Waco police Sgt. W. Patrick Swanton said. “If you break the law and we have probable cause to arrest you, it doesn’t matter if you’re a football player”, he said. Asked during a radio interview Monday on 99.1 FM in Waco whether the report’s contents would raise any concerns about people in the Baylor athletics department losing their jobs, director of athletics Ian McCaw responded: “I haven’t heard anything along those lines”. The school has come under scrutiny for its handling of criminal cases involving football players, particularly those regarding alleged sexual assault.
