Delhi: Minor brutally raped, dumped near railway track, prime accused held

The girl was brutally raped and dumped near a railway track in South-east Delhi’s Pul Prahladpur area allegedly by a teenager who lives in her neighbourhood.

Chief Minister Arvind Kejriwal met the 13-year-old mentally challenged rape victim at AIIMS on Thursday and made a case for full statehood for Delhi, refusing to take the blame for the crime against women in the city. We need to do something, Delhi is not a full state and that is why repeatedly such problems are coming up. The chief minister said he has sought time to meet Union home minister Rajnath Singh to discuss how such incidents could be stopped by working together in the existing system. “The girl is a mentally challenged orphan”.

“She has undergone a major surgery and according to doctors it will take her at least four months to recover”.

“Getting full statehood for Delhi will take some time. If local agencies (police) work closely with people then the situation here can improve”, Kejriwal said after meeting the minor.

The Chief Minister also assured all possible help of Delhi government to the family members of the girl.

The commission issued a notice to the concerned police station to explain why it was not informed about the incident.

A spokesman for Delhi’s All India Institute of Medical Sciences, where the victim was treated, said she was stable and under observation. Maliwal said it was shocking that despite HC’s ruling that the police must inform the DCW-approved crisis intervention cell counsellor as soon as a sexual assault complaint was received, it was not done.

A DCW team along with chairperson Swati Maliwal visited the womans house and recorded the statement of the old lady, who, however, did not want any case registered against her 60-year-old daughter who was seen brutally thrashing her in the video that went viral on social media. “As you can very well appreciate this is a crime against humanity, that we all must unite against it”, Maliwal said in her letter to Dwivedi.
