Demonstrators gathered Friday in front of the Legislative Assembly building to protest the attack and what they called a culture of sexism in Brazil.

In Brazil, a woman is raped every 11 minutes, according to data released by the Brazilian Forum on Public Security at the end of previous year. She says she remembers entering his house and being alone with him. While the men were poking at her, they used vulgar language.

Temer said his justice minister would meet on May 31 with the public security chiefs who oversee policing in Brazilian states to discuss how better to combat violence against women. The incident occurred in a Rio de Janeiro slum over the weekend.

The detained suspect, who was not identified, was being interrogated, said police, who vowed to bring the other alleged attackers to justice.

“It is absurd that in the 21st century we should have to live with barbaric crimes such as this”. He has also vowed to create a federal police force focused exclusively on violence against women. While the first, by a man named Michel, had a video of the 16-year-old naked girl and appearing to regain consciousness, with the words, “Pounded the girl – get it?”

According to Portella, this “rape culture” could be fought with more mechanisms to protect victims and to hold attackers accountable.

The BBC reported that the girl’s family had watched the video and spoken to local media.

“I regretted watching it”, she said.

She added: “All of us can go through this one day”. A partnered study in 2014 between the Institute for Applied Economic Research and the United Nations Women’s Brazil branch discovered that nearly two-thirds of respondents thought a woman dressed provocatively deserves to be raped, reported Al Jazeera. He came under intense criticism for excluding women and black Brazilians from his cabinet – something not seen in decades.

A study by the Brazilian Center for Latin American Studies found that between 1980 and 2010, more than 92,000 women were killed in crimes related to gender, involving incidents from rape to domestic abuse.

Although Brazil’s Congress voted previous year to heighten punishments for those who commit crimes against women, some say that this incident proves that there is more to be done.
