The two ended up pitted against each other after federal judges in February struck down two North Carolina congressional district boundaries as illegal racial gerrymanders.
In June 2015, the court ruled that the Elections Clause of the U.S. Constitution permits the state of Arizona to adopt a commission to draw congressional districts. That left Holding closer and more comfortable running for the 2nd. Another is her record, as Holding is among those who say she isn’t conservative enough.
Groups actively working against Ellmers acknowledge they are making her a target, in part because they want her to be an example of what could happen to other Republicans if they fall out of line.
Later in the forum, Ellmers responded: “Is that not what we are doing?” “We need a legislature and a Congressional delegation that represents us”. “Is a pedophile not a prioritized criminal to begin with?” She voted for budgets that included spending increases, supported raising the debt ceiling and worked to re-authorize the Export-Import Bank that conservative groups believed was akin to corporate welfare.
“This important legislation would prevent abortion after 20 weeks – a point at which science has proven unborn babies can feel excruciating pain”, said Tony Perkins, the president of the Family Research Council.
Americans for Prosperity, a group connected to the wealthy industrialist Koch brothers, was once an Ellmers ally.
“She’s someone who got to Washington and realized she wanted to get things done”, Greene said of her seeming evolution over the past six years. “She promised spending limits, then voted against them”. Conservative interest groups have gravitated to Holding.

Within hours of Trump’s endorsement, The Conservative Review dubbed Ellmers “aggressively open borders”, and attacked Trump for not being involved in supporting candidates with actual conservative records.
