Chief Dyer told ABC30: “I anticipate the district attorney’s investigation to be done by August”.

Dylan Noble, a white 19-year-old, was shot and killed by officers at a traffic stop in Fresno on June 25.

Noble eventually leaves the vehicle, retreating briefly, but refusing to comply with a series of demands that he drop to the ground, raise his hands or show his hands.

One of the unidentified Fresno officers initially fired two shots, after which Noble collapsed to the pavement, then rolled onto his back.

That’s when police fired upon Noble, who immediately hit the ground and revealed he didn’t have anything in his concealed hand.

The June 25 shooting of Dylan Noble came under scrutiny following earlier cellphone video taken from a distance that showed him being shot.

Officers say they believed at the time that Noble was armed.

This video’s release arrives after two high-profile shootings by police killed Alton Sterling and Philando Castile.

When Noble refused, an officer fired two rounds, hitting the teen in the abdomen. But he said he wanted to release the video so the public could see a more complete picture of what the officers saw as they confronted Noble and had to make decisions in mere seconds.

The graphic video, that comes after a string of shootings in the United States, shows officers pulling over the teenager at a petrol station. The officer fires a third round at Noble, and after about 12 seconds, another officer fires a fourth bullet into the man.

“Dyer says he’s mulling over whether the officers had to use deadly force based on a reasonable fear”. “Let me see your hand!”

As the young man rolled around on the ground in pain, the officers yelled at him to raise his hands.

In releasing the video Wednesday evening, Dyer called the footage “extremely disturbing” to watch, but said he hoped it would help clarify the circumstances at the time of the incident and why police opened fire.

Investigators determined the object in Noble’s hand was a 4-inch plastic container with malleable clay.

One of the cops shouts: “If you reach one more time, you will get shot again”.

“People invite us into their homes on their worst possible day, and I don’t think they invite us with the intention of having that interaction made public”, he said.

The shooting prompted a protest in front of the Fresno County Jail on Wednesday by more than a hundred demonstrators, including Black Lives Matter, the activist group that has organized numerous protests in cities nationally in the wake of the police-involved killings of blacks.

The footage has sparked outrage among viewers, with Dylan’s own father claiming officers were “trigger-happy”.

When he falls to the ground, it appears both of his hands are empty and contain no weapons; however, Noble continued to move around. “This is a traffic stop”. The body cam footage could show why police “felt, at least in their minds”, that it was the right thing to do, Dyer told reporters, according to the Post.

Mr Noble’s mother, Veronica Nelson, and father, Darren Noble, have filed a wrongful-death claim against the department.
