In this meeting, Prime Minister Narendra Modi will interact with Chief Ministers of all the states to discuss a host of issues including inter-state relations, internal security and atrocities on SC and STs.

The Inter-State Council was established under Article 263 of the Constitution through a Presidential Order dated May 28, 1990.

The committee had submitted its report way back in 2008 but it could not be discussed in Inter-State Council as the UPA government did not convene its meeting after 2008. The UPA government had convened just two meetings in its 10-year tenure.

It will be interesting to note whether the Chief Ministers of the Congress-ruled states voice their support for the long-pending bill as the government has reached out to the grand old party for passage of the GST in the Rajya Sabha where it does not have a majority. All these ministers will be present in this meeting. Apart from this, the meeting of North Eastern Council (NEC) with all the Chief Ministers of the North Eastern States was held under the Chairmanship of Union Home Minister Shri Rajnath Singh.

Sources said Patnaik along with Chief Secretary AP Padhi will participate in the meeting.

The members of the Inter-State Council consist of Chief Ministers of all states, Chief Ministers of Union Territories having a Legislative Assembly and Administrators of UTs not having a Legislative Assembly, Six Union Ministers and eleven Union Cabinet Ministers/Minister of State (Independent Charge) as permanent invitees.
