Boothroyd’s side finished the half in the ascendancy but were unable to find the goal their superiority warranted.
Sam Lammers planted a firm header past Freddie Woodman with 10 minutes on the clock to give Netherlands the lead.
The victory leaves England, who beat France in their group opener, top with a 100 percent record – and they will definitely be through if Croatia fail to beat France in Friday’s later game.
When presented with a second opportunity, Chelsea youngster Solanke made no mistake, taking a pass from Maitland-Niles, rolling past his man and firing past Yanick van Osch in the Dutch goal.
There was an anxious moment for England just before the break, when defender Hidde ter Avest tried an audacious shot from inside his own half but with Freddie Woodman racing back, there was relief to see the ball land on the roof of the net.
