The Richmond police chief says an armed suspect who was killed in a shootout with police fired first and his two officers have been justified in returning hearth.
The chief says Hargrove, who is black, fired first after refusing police commands to drop his weapon.
According to the police chief, results of an internal investigation will be turned over in about a month to the Richmond prosecutor.
