Peter Donald said officers spotted the vehicle matching the one that fled the scene in Times Square Wednesday evening around 2:15 a.m.in Columbus Circle.
Dozens of officers, their guns drawn were surrounding the auto, but the driver, who was also wearing some kind of body armor refused to get out.
An NYPD spokesman said the man appeared to be emotionally disturbed and would not communicate with officers.
The New York Police Department bomb squad was called in after police say someone threw a suspicious object at a patrol auto.
Large numbers of police responded, closing Columbus Circle to pedestrians and traffic.
