Speakers of all Indian states had met in New Delhi on Friday where they decided to boycott the conference if Jammu and Kashmir assembly speaker was not invited.

The CPA is formally headed by the British monarch, but it is the host country which issues invites for the annual meetings. She said Pakistan has invited the speakers of the other state assemblies for the nine-day conference but not the Jammu and Kashmir assembly speaker.

In 1948, with the evolution of Commonwealth, the name was changed to CPA and the rules were changed to enable all member Branches to participate in the Association’s management, and established a separate Secretariat to manage its affairs. While Indian officials maintain that it means Mr. Doval and Mr. Aziz will only speak about terror-related issues, Pakistani officials say many other issues are on the agenda.

Welcoming the decision Gupta, who attended the meeting, thanked the Speakers for the decision saying it was a question of unity and integrity of the country.

A former top-investigator for Islamabad built the case against his country, noting that Ajmal Kasab, the only surviving member of the Lashkar-e-Taiba terrorist cell, had matching explosive casings to a Pakistani site in the Sindh province as the cell’s training ground, per The Jerusalem Post sources.

Two paramilitary soldiers and a suspected rebel were killed in Indian-controlled Kashmir on Wednesday when a convoy of troops was ambushed in the troubled region, police said.

The first-ever talks between National Security Advisors of the two countries proposed to be held this month come in the backdrop of simmering tensions following two terror attacks in Punjab and Jammu & Kashmir. The Adviser while appreciating the vital role of the ARF in the evolving regional security architecture, emphasized that Pakistan pursues a policy of good-neighbourly relations. Pakistani authorities reportedly claimed that they fired in response to India’s “unprovoked” action. Pakistan showed off a picture of a drone, which they said was Indian and India said it was Chinese.

Mahajan told media that all the state assemblies have backed the decision to boycott the Islamabad conference on the issue.
