“This decision was not taken lightly, but after fully evaluating the “Independent Person Report” and the additional information we have received, the IPC believes that the current environment in Russian sport – which stems from the highest levels – is such that NPC Russia appears unable to fulfil its IPC membership obligations in full”.

The IAAF welcomed the CAS tribunal ruling.
Russian Federation has always been a sporting supergiant in the Olympics and their absence from the game would be a huge loss for the reputation of the game. And, in a telephone interview with the Associated Press and two other global news agencies last week, Bach was asked whether the IOC would accept the CAS ruling if it upheld the IAAF ban.
Another 45 athletes have tested positive for forbidden substances in a second round of retests of samples from the 2008 and 2012 Olympics, the International Olympic Committee (IOC) said on Friday.
The IOC is expected to reach a final decision on Sunday (24 July).
Kuchina said she had reacted to the Cas ruling with “disappointment, indignation, sadness, incomprehension of what’s happening”.
Dr Mitchell said he had been a member of the IOC Medical Commission and one of the four IOC reps to the WADA board since its inception, and added this was the first time a disciplinary commission was set up for this issue. Russian Federation would have 21 days to appeal. “What else do you need?”
It confirmed that dope-tainted urine samples were substituted with clean ones during the 2014 Sochi Winter Olympics, in collusion with the Russian Sports Ministry, the Russian security service FSB, and the Centre of Sports Preparation of National Teams of Russia. Among the countries represented in the letter were the United States, Canada, Germany, New Zealand and Austria.
Germany’s Olympic committee president Alfons Hoermann said the CAS verdict was a “clear signal to the IOC”.
“Where we have systematic cheating, we also must have systematic punishment”, he said.
Two athletes – Yulia Stepanova, an 800-meter runner and key whistle-blower in exposing Russian doping, and Florida-based long jumper Darya Klishina – are the only ones who have received IAAF eligibility.
Russian government officials agreed.
The athletes, national Olympic committees and global federations concerned are in the process of being informed, with proceedings likely to follow.

Three fried egg sandwiches, an omelet, a bowl of grits, three pieces of french toast and three chocolate chip pancakes. that is what Olympic swimmer Michael Phelps used to eat for breakfast…every day. He said he had never doped after his father, also a competitive hurdler, had told him before his first track meet “don’t think of drinking anything” with performance-enhancing drugs in it. His dream of going to the Olympics “was in my hands and they took it away”, Chaly said, vowing to train for the 2020 Games.
