Earlier this year, investigators succeeded in freezing a transfer of $1.75 million from Mosher’s account to Combs.
The man whose voice can be heard Saturdays at Memorial Stadium has bonded out of Lancaster County Corrections after being charged with theft, attempted theft, unauthorized use of a financial device, and abuse of a vulnerable adult.
Combs also gifted $150,000 and $100,000 to two of his family friends after having Mosher’s power of attorney amended to allow gifting, an affidavit to arrest him states.
All charges are class three or class four felonies. The test determined her decision making capacity is clearly impaired, Koenig-Warnke wrote.
An attorney for Combs wasn’t listed in court records.
Police allege Combs used Mosher’s checking account between September 2014 and January 2015 to buy cars, pay off loans and credit cards and do home improvement. Combs was a friend of hers. She claims she didn’t read the document before signing it.
Combs is also accused of opening an account in the name of a 92-year-old woman who was a friend of Mosher.
Combs then opened an account in Stewart’s name, which she claims she never authorized. Combs allegedly went to Nevada to take care of the deceased brother’s affairs and according to court documents, when matters were ultimately settled, there was money from his estate that was not accounted for.
“Mr. Combs understands the instincts of those who were concerned about the appearance of these transactions”, he said in the news release.

Combs was booked into the Lancaster County Jail about 6 A.M, after turning himself in on Thursday. He is due back in court on August 20.
