Police accidentally shot man in North Miami, union says

An unarmed black carer for an autistic man has been shot by Florida police, after he tried to bring his patient back to a group home the disabled man had wandered away from yesterday.

Police say someone called them Monday, saying a man had a gun and was threatening to kill himself.

Cell phone video shows Kinsey lying on his back with his arms in the air pleading with officers not to fire. His patient remained sitting beside him, playing with a toy truck.

The shooting comes amid heightened tension in the USA after gunmen killed eight law enforcement officers in the southern cities of Baton Rouge, Louisiana, and Dallas, Texas.

“Transpareny and justice for all will be the norm as we move forward”, said Eugene, who declined to take questions from reporters as he and his staff walked out. The state attorney’s office also is investigating.

Nancy Abudu, the ACLU’s legal director in Florida, said her group has not received a brutality complaint about the North Miami police or about any questionable shootings.

He told the officers that there was no need for firearms.

He can be heard telling officers he has no weapon, and that the other man is autistic and has a toy truck. Cellphone videos captured Sterling’s killing and aftermath of Castile’s shooting, prompting nationwide protests over the treatment of blacks by police.

“This wasn’t a mistake in the sense that the officer shot the wrong guy or he thought that Kinsey was the bad guy”, Mr Rivera told CNN.

“We found out bits and pieces and we’re still finding things out”, said friend Lyle Muhammad.

Kinsey’s wife Joyce said: “I’m just grateful he’s alive and able to tell his story”.

Kinsey said what police did after the shooting is what upsets him the most.

Napoleon said Thursday Kinsey is physically “doing OK”.

“As long as I’ve got my hands up, they’re not going to shoot me”.

North Miami police said: “Arriving officers attempted to negotiate with the two men on the scene, one of whom was later identified as suffering from autism”. Kinsey’s lawyer, Hilton Napoleon, told The Miami Herald that he was negotiating a possible settlement with the city of North Miami as of Wednesday. Police say he is a 30-year-old Hispanic male who has been with the department for four years.

“At some point during the on-scene negotiation” with the two men, one of the officers fired, striking Kinsey, police said. The autistic man sat next to him while continuing to hold the toy, and he appeared to be white or Latino. That officer has been placed on administrative leave, as is the standard procedure.
