Police had already identified 19-year-old Adel Kermiche as one of the attackers.
Abdel Malik Petitjean, 19, was identified by French authorities Thursday as the second jihadist in the brutal killing of an elderly priest in Normandy on Tuesday.
The Government has said there are about 10,500 people with such so-called “S files” related to potential jihadi activities in France.
He said: “The times have changed”.
Now we know what he was smiling about.
The attack led to criticism of the French government after it was discovered the two attackers were known to security personnel before carrying out the terror strike.
Three other people are also being held by authorities for questioning. Hours after the attack, the Islamic State extremist militia claimed that it had been carried out by two of its “soldiers”.
The two teenagers who appeared in a video broadcast by IS’s official Amaq news agency, pledged allegiance to the group.
In addition to the Syrian two other individuals are being interrogated under suspected ties to the attackers.
A 20-year-old Frenchman on the security watchlist is also in custody after being arrested Wednesday, the source told AFP.
Two opposition MPs on Thursday submitted a draft bill to parliament that would prohibit the media from publishing the identities and photographs of militant attackers to prevent their names being glorified in death.
Archbishop of Rouen and Primate of Normandy Mgr Dominique Lebrun (2ndL) stands on stage in Saint-Etienne-du-Rouvray, near Rouen, France, during a tribute July 28, 2016 to French priest, Father Jacques Hamel, killed on Tuesday in an attack on the church that was carried out by assailants linked to Islamic State.
Kermiche’s tag did not send an alarm because the attack took place during the four hour period when he was allowed out.

French Prime Minister Manuel Valls said the judge who let Kermiche out of prison in March while wearing an electronic surveillance bracelet on his ankle should not be blamed.
